Bad encoding in Konqueror's tar archives

On a UTF-8 filesystem in KDE 3.5.8 on Ubuntu, I create a tar.gz
archive in konqueror with the Compress option in the context menu
(right click). Then, when I browse the archive (without decompressing
it) in konqueror on the same machine the UTF-8 filenames look like
this:
צ××××××
How can this be corrected? Thanks in advance.
