Thanks but

 I found the answer by doing a www.ask.com search on "restore taskbar"

Here it is! KDE should have a facility for this!

KDE should have a lot of things.

I got rid of the Gnome panel remnant by 

ps -ef|grep -i  panel

kill -9 nnnn

logging in and rebooting did nothing!
