At a point before or during startkde runs.

An example would be startkde's own extension mechanism, i.e. you create 
an "env" directory in KDEDIR an put a file with .sh extension into it.
The file does not need to be executable, it will be soured by startkde.

In it you set the variables, like Rex demonstrated.
