The file needs to have a .sh extension, but it does not have to be executable 
since it will be sourced by startkde.

Basically startkde uses
% kde-config --path exe
and then substitutes the /bin with /env to get a list of path where to look 
for environment externders.

I think it will have been set by the X session initializer, otherwise the 
programs started in startkde would not know to which X server to connect to.
