Kicker always in background? (on desktoplevel?)

Hi,
i have configured the kicker sidebar so that it can be overlapped by
application windows.
Also i have switched the option "come to front, if cursor touches [...]"
(might not be the correct translation, i'm using german localization) OFF.
But still the kicker bar comes to foreground as soon as the cursor hits the
edge of the screen. Also the bar will place itself bevor the other windows as
soon as a symbol is being clicked...
Now: is it possible to suppress that behavior so that kicker will be on
desktop level all the time? perhaps some startup-option or something?
