KDE compilation for ARM

I guess you could compile aRts separately for your local architecture and copy 
the executable over to the other build directory.

Or it could be possible to use the Debian packages for ARM

Since this is more a development related question, I suggest reposting to 
kde-devel if the suggestions above do not work or aren't viable for you
