Strange (annoying) pop up window when pasting

From the screenshot it appears that the application receiving the CTRL+V is 
not the one you intended but KDesktop, the application drawing the background 
and the desktop icons.
KDestop then responds by creating a new file on the desktop and "pasting" the 
contents into it.

Might be a focus problem, I haven't seen this before.
