list open windows

Hi,

I'm looking for a possibility to find whether a window with a certain title 
exists. If it exists I want to bring it in foreground. Is there a way to do 
this? I already looked for appropriate dcop functions, but I didn't find one. 
The program of the window I want to find is not a kde program but it runs 
under kde.
