That's a distro-specific issue.  Quick-n-dirty fix, is to modify 
/usr/bin/startkde's shell invocation:
#!/bin/bin
to
#!/bin/bash --login

You mean like ~/.kde/env/ (and ~/kde/shutdown)?  :)
