Where and what do I need to configure so that apps like konqueror and kmail use 002 umask settings?

What I find weird is that when I save a file from mozilla-firefox or
mozilla browser it saves the html file correctly with umask 002, but
the folder it creates to store the images is created with 022 umask.

And when I save a file in Kmail the file permission is 600 and when I
create a folder with Kmail Save As dialogue the folder is created with
002 umask.

This was just an observation.
