How to enable the old kicker icon-zoom effect in KDE 3.4?

Is there a way to make other tooltips use the fancy new KMenu style
tooltip effect? Or does it depend on application developers adding it
in?

If I'm enabling all this stuff, I may as well use it everywhere I can ;-)
