K panel tooltips stay too long

If the tooltips you are talking about are the new large ones on Kmenu & 
Application launchers in 3.4 beta, then you can disable these by going to the 
panel configuration dialog and turning off Icon Zooming. I know, this name 
doesn't seem like it would be related to tooltips - the bug has been fixed in 
cvs.
