Dotted rectangle around icon

Well, another question...

Is it possible to rid myself of the dotted rectangle around an icon in a 
window that has focus, but no icon _selected_?

This little but annoying rectangle is supposed to show you where your next 
keyboard action is going to be or something but it would be really great if 
it could be made invisible...

Any ideas?
