I received a reply from a Prof. Koru at UMBC which is actually not too far 
from where I live here in Maryland. He is a KDE user. They are trying to 
measure quality which is very hard to do with all the emotion and biases that 
exist regarding software. Prof. Koru may want to chime in here with more info 
on what they are doing (except that could bias the results...)
