Are you using Gentoo?  I vaguely remember from the time I used it 
that they did strange stuff to the .kde* directories (that broke things 
for me, BTW). They did it to support installations of different versions 
of software in parallel (KDE in this case). 

If that's the case I would suggest asking in the gentoo forum.

Right click the top of the folder list.  It's in the context menu.
