These are the sorts of posts that make me wonder whether I am living in a 
parallel universe or if we are getting a different version of kde here :-)

Am I misunderstanding the problem or is there an option under tools menu/ 
Document bar- configuration / Never Show/Always Show/Show when appropriate?
This was the case at least in 3.3.0
