Konstruct problem : No iconv() implementation found in C library or libiconv

any idea how to fix this problem ?

checking for iconv_open in -liconv... no
configure: error: *** No iconv() implementation found in C library or
libiconv

reinstalled glib and libiconv packages but still the same error ?
