Cannot update/modify Kmenu

Ok I tried that, and got the following error:
kbuildsycoca --noincremental
kbuildsycoca running...
kbuildsycoca: ERROR creating database
'/var/tmp/kdecache-USER/ksycoca'!
kbuildsycoca: Wrong permissions on directory? Disk
full? 

so what SHOULD the permissions be for that directory
(I KNOW I'm not out of disc space)?
