Phantom Shortcuts

CTRL-F1 and CTRL-F4 switch my virtual desktop.  But when I look into the 
Control Center, I have the switch desktops defined as CTRL-SHIFT-F1 through 
CTRL-SHIFT-F4.  Also, several other CTRL-Fx keys appear to be eaten by KDE an 
not pass through to applications, even though they are NOT configured in the 
Control Center.

Anybody have any idea on how I can get this fixed?
