Fedora Upgrade to 3.2.1, no menus

Running Fedora and upgrading KDE to 3.2.1 users no
longer have any menus.  kcontrol also comes up
completely blank.

Now menus and kcontrol all work for "root".  I've
checked obvious permissions of qt-3.3.1-0.2 but
nothing jumped out at me.

Has anyone seen this before?  Any hints on what to
change?
