Format dialog not appearing

I have an icon for 3 1/2 Floppy on my Desktop, and it has a "Format" 
option when I right-click the icon. Nevertheless, when I click the option, 
nothing happens. If I open ~/Desktop/Floppy.desktop and change the 
"Exec=kfloppy" line in the "[Desktop Action Format]" section to 
"Exec=konsole" then it opens konsole when I choose the "Format" option. I 
tried several things, such as ksirtet (which didn't work) and kdeeject 
(which did work). Finally, I found that using "Exec=bash -c kfloppy" 
worked fine. But I don't like the solution. Can anyone explain me what's 
going on?
