As free software is free and anyone can do anything they like, if someone 
wants to develop such a tool, (s)he is totally free to do it and go ahead.
But I want to express my opinion. I think that developing such a tool is a 
waste of efforts that could be better spent in improving KDE to make Windows 
less needed and by doing that, you are also helping 'getting free of spyware' 
because as it was stated before, where KDE runs (linux, freebsd, openbsd, 
etc), spyware is unlikely to be developed.
