KDict is a dict client. Dict is a protocol. You have to run the dictd server. 
i'm assuming you have installed dictd and some dictionaries for it and 
configured it accordingly (if needed).
All you have to do is point KDict URL to localhost to make it work with local 
dictd/dictionaries.
That is done in KDict in Settings->Configure KDict->Server->Hostname.
