Mandrake 10.0 upgraded to 3.2.3 - panel problems

Same thing happened to me.  I had to revert back to
the older version.

I had panel problems and kmail would not work again.

I wouldn't recommend this upgrade to anyone.  It must
not have been tested before posted.
