Editing the GLOBAL menu in KDE-3.2.x

I have already been criticized for doing this (promoting a bug), but I am 
going to do it at least this one more time.

The bug has been filed that this is no longer possible starting with KDE-3.2.0:

It was opened: 2004-04-04 20:39

It was closed as won't fix: 2004-04-04 23:19

That was almost three hours. :-|

HOWEVER, even though the bug is closed, you can still vote for it.

It it gets enough votes, I will still try to implement it.
