fonts are gone after upgrading from kde 3.1.2 to 3.1.3

It is probably a FontConfig problem.

Check your: "/etc/fonts/fonts.conf" file and see which directories are 
listed.  There is a known bug in some KDE-3.1.x releases that can corrupt 
this file when you use the font installer.

Or perhaps you need to upgrade Qt.
