Disable Control-V behavior?

I'm running KDE 3.1.3 under Mandrake 9.2.

Almost every time I type a Control-V (^V) in an application (gnumeric
or vim) or just at the xterm command line, the application gets it,
but the KDE desktop also gets it, thinks it's been directed to "Paste",
and downloads the most recent URL it has onto the Desktop.

This is incredibly annoying.  It does seem to stop after downloading the
same file 3 or 4 times, but by that time I've hit the ceiling.

How do I disable this behavior?
