konqueror and sessions: is this a bug?

I suggest you check http://bugs.kde.org/ if such a problem is recorded.
If not, it might not have been reported before and the developers might 
not be aware of it at all.

In that case you should file a new bug report describing the problem.
If you can attach a testcase, i.e. a PHP document showing the problem (or 
an archive if more than one file is necessary), it will speed up 
developers' response.
