xhost + doesn't work in KDE 3.1.2

Yes, I tried this following some instructions in the kde-linux mailing list. 
It didn't work. The error message is:

Xlib: connection to ":0.0" refused by server
Xlib: No protocol specified

Error: Can't open display: :0
