How to set defaul mail client in KDE 3.1.1?

Well, I'm running the CVS version, but hopefully it's the same as yours.

Instead of looking in Internet & Network, from the control centre try KDE 
Components, then Component Chooser. From there you can set your preferred 
email client, text editor, and X terminal.
