I guess a malfunctioning kicker is hanging around.
In the console you opened, type
#> ps ax

Look for something like
409 ?        S      1:39 kdeinit: kicker
The number is the process ID.
No kill the old kicker process with

#> kill 409
check with ps that it is gone.

the restart kicker as Joerg suggested.
