Splash screen with titlebar?

Hallo!

I don't know if this is a KDE or X11 question.

Is it possible to force splash screens having a titlebar?  Or at minimum
put them with ALT+middle-mouse back under other windows?  I'm using a few
applications whose developers thinks that they know better than myself
what windows I like on top :(.

Searching for "splash" has only revealed announcing/discussion of KDE
internal splash screens.

	The box said it requires Windows 95 or better so I installed Linux
