hi everybody,

i don't know if this question is kind of silly but i couln't find any hints to 
this in the documentation

wich possibilities does kde offer for administrators to set restrictions or 
systemwide settings?

for example
if i want all users to have the same background image on the desktop and they 
should not have the possibility to change that for their profile
