keyboard layout problems

I've just recently updated from KDE2 to KDE3, and I've noticed that the 
keyboard switching utility seems to have lost functionality. Where it used to 
work perfectly in almost all of my programs, now deadkey combinations only 
work in a few KDE programs, such as in KOffice. In all other programs, the 
deadkeys fail to produce ANY character output at all. Does anyone know what's 
happening?
