single click - where to configure ?

KDE Control Center -> Peripherals -> Mouse -> Single-click to open files and 
folders.

It's still there, it's just moved around a bit. Alot of things have been moved 
in the Control Center it seems. I do like the arrangement better though. It's 
just hard to get used to :).
