Default charset in KDE 3.0.5

Hi all

I have KDE 3.0.5 set up for a British user.  The relevant charsets are ISO 
8559-1 or ISO 8559-15.  As an experiment I want to set up KDE so that I can 
type cyrillic characters by pressing both shift keys and reverting to latin 
script by a second press of both shift keys.

The latter problem is solved, pressing both shift keys causes the upper 
register of ISO 8559-15 to be engaged.  

How do I change the default charset to IS0-8559-6 ( which I believe to be to 
one for Russian) ?
