Reenabling dragging + disabling title bar

I have two questions concerning the configuration of KDE:
1) I have somehow managed to disable the possibility to drag a window,
i.e., click in its title bar and then move it until I release the
mouse button. The same goes for the scroll bars. Where is the
option where I can reenable dragging? Even meta + mouse does no
longer move the window.
2) How do I configure a window such that it does not have a title bar?
I'm using KDE 3.0.5a running under Mandrake GNU/Linux 9.0.
