New KDE installation - how to get performance dialog back

hi list,

when starting KDE 3.1 the first time after a new installation, a dialog pops 
up, where the whole KDE settings can be adjusted dependent on the computer 
performance (with a single controller).
Does anyone know how to get this dialog again (without a new installation :) ?
