open documents from run command?

Can this be done?  If I have /home/user/picture.jpg should I be able to go to 
run command and enter file:/home/user/picture.jpg and have it open in the 
associated app?  Its not working for me if it is supposed to.  I'm running 
Slack 9.1 w/ Kde 3.1.94 (beta 2).
