Mousewheel just works over scrollbar

Hi!

Is it a normal default behaviour that in CVS the mousewheel scrolls the window 
contents just if the mouse is over a scroll bar? If so how can I change that 
back, 'cause for me the main advantage of the mouse wheel was exactly not to 
have to move the mouse to the scroll bar ;)

Sorry, if that's a stupid question and there's an option for that behavior, I 
at least didn't found one.
