Choose Spellcheck Language

Whereever I can configure spellchecking in any KDE application, The widget
that shows different languages to choose from is always disabled. I use
KDE 3.1.1 with both ASpell and ISpell and multiple language dictionaries
installed.

Does anyone know how to enable this?
