kio_fish in KDE

I am having problems trying to get kio_fish to work and get the attached message everytime, admittedly the ip address is for the machine I am working on but I have made the assumption I can connect remotely to my own machine.

I have kdebase3-3.1.1-63 installed in my machine and I was under the impression that kio_fish is now an integral part of the software.

Can anyone give me some pointers?
