Missing contents of pager and taskbar

I've lost the contents of the applets Pager and Taskbar. On the panel
only a bar with a little arrow on top is showing, no apps,  no virtual
desktops. I donøæt quite know what has caused this. I've removed and
added the applets, removed ~/.kde to let KDE create a fresh one, and
fiddled with the settings in Kcontrol that looked like they could
cause this. No go. All users see this problem.

KDE is 3.1-9.3.8.0 on RHL 8

Any suggestions welcome.
