the bar on the top screen

Hi, 

i am a new kde (3.1) user
after a few days, i have found the the bar on top (containing  'file','edit', ...
drop down menus, a la mac), has disappeared from the screen. 
I do not even knw the name of that object. It is not a panel,.. what is it?

How to restore such useful object?
