Kmail timestamp question

Where does kmail get its time info for the message header?  As below,  ntpd 
has the system time set correctly to CDT but the message time is an hour off.  
Should I have to go in and reset the bios time ahead an hour?  MCC shows the 
correct time also.  I'm running KDE 3.0.3 with Mandrake 9.0.
