KDE startup speed as normal user

If I run KDE as root the startup time is quite short, but when run by any 
other user startup of every KDE program takes a few seconds (this also 
applies to qt apps such as designer). Moreover if root is running his 
desktop, the user's desktop is also fast. What may be the reason of such 
behaviour? I suspect incorrect permissions but which files can be affected?
