Hmm, you will very likely need at least the parent directories of 
minitools

#> cvs co -l kdeaddons
#> cvs so -l "kdeaddons/konq-plugins"
#> cvs co "kdeaddons/konq-plugins/minitool"

#> cvs co kde-common
#> ln -s kde-common/admin kdeaddons/admin
for the admin dir
