This way people can only guess.
I am pretty sure there is no rule to specify the distribution you use.

Actually it is pretty pointless to ask for help without giving the 
necessary details about your system.

Could be Debian.
In this case see http://mypage.bluewin.ch/kde3-debian/ for instructions 
to get the unoffical packages for stable, testing or unstable.
