I would say that the fax application recognizes the TIFF as an image
format (line 3) but cannot load it.
You could try to save it as a TIFF in a different program.
TIFF isn't a hard standard, it can be several different image formats.
Obviously the fax application cannot handle this type (multi-strip, line
4 of the error message)
