Menu missing

I recently installed Red Hat Linux with KDE on my system here.
I am not currently using KDE nor are the other users on the system for a
strange reason. As root, I was changing the menu. Anything that was changed
failed to show up on user menus. For example, I accidently clicked on
Preferences and moved it. I immediately moved it back to its proper place.
However, no one can now see Preferences on their menu, and therefore, no one
wants to use KDE. Even root, if not in KDE, cannot see Preferences, though
the unaltered parts of the menu are still there.
I know root is dangerous, but this is a bit strong.
Is there a simple command that will re-establish the menu?
I am (no longer) using KDE 3.0.0-10
